In my opinion, character development has always been a weakness in most classic RPG games. For good reasons, to be fair. In a game 15-20 hours long, one would be surprised how few opportunities you get to do that without them being distracting or interrupting the story flow. I can't say that our ways are better, only that it is important to us, and the story development. Although Sons of Arcadia is a mystery-based story, the theme is always about love. Whether it's romance, brotherhood, or family ties, we tried to establish the bonds whenever possible. With that said, players have to do their part as well. Love takes time, a bit of luck, and a lot of care. But it's rewarding.
